Mayor’s Office Presentation:
- 2019 – Homelessness increased 16% in the City – 36,300 people – CD 4 is up 53% to 1,187 – county up 12% – State up 35%
Last year:
21,000 people put into housing:
-
- 34% rapid housing
- 24% supportive
- 42% other permanent housing
27,000 people other exits – family and friends
Bridge Housing:
- Only two Council Districts don’t have one
- Next July – 26 sites up and running
- The concept is to not traumatize homeless by sending them to a bridge home somewhere else
Our Need for Housing:
- If you spend up to 30% of your income on housing you are at risk
- 1/3 of Angelenos spend more than 50% of their income on housing
- We need 515K new affordable housing units
Demographics – Overall for the City – Hollywood is different:
- 53% – are first time and is an economic hardship
- 71% don’t have a serious mental illness or substance abuse disorder
- 29% have MH or SA diagnosis.
- 36% are Latino
- 33% are Black – black is 8.3% of the population
- 67.6% have lived in LA county more than 10 years
- A tremendous amount of unseen homelessness
LA County Office Presentation:
The county is traditionally responsible for homeless services – through state and feds
Funded by measure H:
- 29k people housed were
- 14k permanent housing
County has 51 strategies broken down to 6 categories
Has a budget his year of $460 million from measure H for 2019to 2020
- $23 mil for prevention
- $28.4 mil outreach
- $77.3 mil permanent supportive housing
- $85.4 mil for rapid re-housing (controversial during the meeting because residents can not afford to stay after the program runs out, usually 9 months)
- $126 mil – shelter/interim housing
United Way has a: High Road Employment program for union jobs.

- Critical to health – a community hub
- Support the shower program in your neighborhood – help with the laundry while they are showering
- Mon & Fri morning at McCarther park – serve food and shower
