MEETING AGENDA

1. Welcome and introductions

2. Review of Emergency Services, Police & Fire committee strategies & goals for community in 2006, led by EMS issue committee chair, Rena Dheming. Possible motion and vote.

3. Updates on current Hollywood area crime rate statistics, crime prevention implementations and presentation on Neighborhood Watch program, with representatives from LAPD Hollywood Division. Also, updates/discussion regarding current reforms on 911 cell phone calls, emergency and non-emergency crime reports and responses. Possible motion and vote.

4. Discussion/update on public safety issues surrounding recent late-night violent incidents outside of Club “ICE”- located in Universal City, within HHWNC boundaries. Possible motion and vote.

5. Discussion and Q & A regarding traffic issues and parking enforcement with special guest representative from DOT (Department of Transportation)- specializing in Traffic Enforcement and Intersection monitoring, led by HHWNC Traffic committee chair, Dennis Lytton. Possible motion and vote.

6. Public comment on non-agenda items. Possible motion and vote.

MEETING MINUTES

1. Call to order. HHWNC EMS, Police & Fire committee chair, Rena Dheming, welcomed everyone in attendance at the meeting, and introduced special guests from LAPD and DOT, and HHWNC Traffic committee chair, Dennis Lytton.

2. Dheming gave overview of goals for upcoming HHWNC EMS, Police & Fire meetings, including doing more community outreach and being more up-to-date on researching current needs for the community and HHWNC areas.

3. Representatives from LAPD Hollywood Division, Sergeant Marin, Officer Castruita and Officer Moore, answered questions and gave updates and crime statistics on current efforts from Hollywood Division Police Department, regarding cracking down and preventing crimes such as prostitution, car thefts, hillside residential burglaries and others. Also discussed were recent reformations on 911 emergency calls being routed directly to police dispatchers-not just California Highway Patrol. Current updates on Spaulding Square Neighborhood Watch were also briefly discussed with Block Captain, Bruce Remick.

4. The recent motion made to City Council, by Council District 4 Councilmember Tom LaBonge, requiring that a hearing be held within 45 days after any violent incident in any nightclub or restaurant venue (including Council Districts 4 and 13)- for the purpose of examining that venue’s legitimacy of operations and conditions that may lead to such incidents, was discussed and was supported by those in attendance. Also, HHWNC Area #2 (Cahuenga Pass) committee chair, Joan Luchs, gave a brief update on club “ICE”- located in Universal City, within the HHWNC boundaries, and explained that the recent stabbing and shooting incidents at club “ICE”- had prompted Mr. LaBonge to make the said motion for all nightclubs and restaurants, and that her Area #2 committee had voted on, and passed, motion to present to HHWNC Board, that HHWNC support Councilmember LaBonge’s motion. Ms. Luchs also reported that the City Attorney’s office and North Hollywood Division Police Dept were currently reviewing the matter for Club “ICE”.

5. The Traffic committee segment of the meeting began with words by HHWNC Traffic committee chair, Dennis Lytton, who led discussion. DOT (Department of Transportation) representatives, Marvin Portillo, specializing in Traffic Enforcement and Intersection Control, and Christopher Olsen, of Special Operations answered questions and gave updates and reports on permit parking, traffic congestion, and updated 2003 Parking Ordinance.

6. More discussion and Q & A took place during Public Comment time regarding traffic and policing issues.

7. Committee chairs Rena Dheming and Dennis Lytton, thanked everyone for their participation and meeting was adjourned at 7:50pm.
