The developer seeks to replace two older apartment buildings containing a total of 59 apartment units with 57 new luxury, for-sale townhomes and condominiums, to include a mix of two-bedroom and two-bedroom-plus-office residences, as well as subterranean parking that meets current City code requirements.

1. Housing Chair Frank DeFoe called the meeting to order and advised that the joint meeting was being held to bring the interested committees and stakeholders together at one meeting, rather than have GTO Development attend numerous individual committee meetings.
Fred Shaffer, principal of GTO Development, provided an overview of the proposed Hollywood Regency project, to be located at 7926-7940 Hollywood Boulevard. The project would replace 59 existing rental units with 63 luxury, for sale condominiums along with subterranean parking spaces in an amount that fully complies with City code requirements. Mr. Shaffer advised that in direct response to input received at an April Joint Committees meeting, numerous changes had been made to the project, including a complete aesthetic redesign, expanded setbacks, and increased landscaping. Architect Sami El Bayar reviewed the architectural and design changes, including the project’s current Spanish Revival style. Landscape Designer Donna Stia reviewed the types of vegetation and landscaping that would be part of the project.
A number of questions were asked regarding height, requested variances, setbacks, and traffic and parking.
Area 7 stakeholder Barbara Witkin made a motion to support the project along with the requested variances. The motion was seconded by Drew McCoy and passed with 6 in support and one abstention.
Area 8 Chair Ken Jones made a motion to support the project along with the requested variances. The motion was seconded and passed with 2 in support and none opposed, with a caveat that the traffic count at Laurel Canyon/Hollywood Boulevard be verified.
Traffic Committee Chair Jon Hartmann made and approved a motion to support project and requested variances, with a caveat that the traffic count referenced above be verified.
Housing Committee Chair Frank DeFoe made a motion to support the project along with the requested variances. Committee member Paul Ramsey seconded and the motion passed with 2 in support and none opposed.
2. Housing Committee Chair Frank DeFoe updated stakeholders on our Workforce Housing crisis. DeFoe has attended numerous Land Use and Urban Development meetings at the Hollywood Chamber, Urban Land Institute, Central City Association and others. Handouts included the Reyes-Garcetti Inclusionary Zoning ‘Fair Start Homes’ and the Central City Association proposed ‘Housing For All: Fair Share Program’
