Quorum: Yes – 13 stakeholders in attendance
Zankou Chicken Restaurant representative, Terry Bottenfield was contacted and invited to attend. A representative from Zankou did not attend.
Property description & parking: 7851 – 7855 Sunset Blvd. located on the north-west corner of Sunset Blvd and Orange Grove, in the Sunset Square neighborhood and is shared by two businesses, Almor Wine & Spirits and incoming Zankou Chicken Restaurant. Onsite parking spaces total 17. Three spaces dedicated to Almor, two spaces dedicated to Zankou, one dedicated to disabled, remaining 11 spaces shared by both businesses. Parking provided for employees other than the set 5 dedicated spaces is unknown.
Hours of operation: Almor's hours of operation 10am-11pm Mon-Thur, 10am-12 midnight Fri-Sat, 11am-10pm Sun. KFC formerly occupied the restaurant location for approximately 27 years with hours of operation of 10am-10pm. Zankou Chicken's advertised hours of operation are 10am-12 midnight Sun-Thur and 10am-1am Fri-Sat. Intended hours for outdoor patio dining are unknown. Outdoor patio seating shown in rendering is 28 seats within property and 14 on sidewalk-total proposed outdoor seats 42. Number of indoor seats unknown.
Local residents and HHWNC received Notification of Proposed Sidewalk Dining from the Los Angeles Bureau of Engineering (BOE) stating that Zankou Chicken Restaurant is proposing to encroach into the public right of way by 5 feet, to include 5 tables and 14 seats.
Discussion & Questions: Neighbors voiced their concern regarding the late night hours of operation, possible loud noise and traffic through the residential streets. Questions were raised regarding on-site security, adequate parking, parking attendant and request a No Left Turn sign to be installed at the Orange Grove parking exit directing patrons away from the R1 street and neighborhood. It was suggested was the operator put up some type of privacy screening. Security and loss of privacy was also a concern. Meeting Chair Orrin Feldman read a statement to Area 7 Committee stakeholders provided by Jonathan Brand with City Councilman Tom LaBonge's Office: The Council Office opposes sidewalk patio dining on the public right of way of on the side streets in the Sunset/Spaulding Square neighborhood and the applied for revocable permit that would allow it.
Motion: To ask the Bureau of Engineering to deny Zankou Chicken Restaurant's application to encroach on the public right of way on Orange Grove Avenue. The motion passed by a vote of 12 in favor, none opposed and no abstentions.
